I was reading some news and I came across this heading:

保险公司称保户有骗保嫌疑 立案能否成拒赔理由

I don’t understand the second part of this heading, i.e. 立案能否成拒赔理由

I know what the words mean individually, but I am somehow unable to make any sense out of it. Can you please explain me what that second part of the sentence means. Please also tell me what does 成拒赔 means?
