        Hi Benny, what does 非特例 means in the first line of the following paragraph:
  湖南的拉闸限电现象并非特例,国家电网公司总工程师赵遵廉向记者介绍,今年夏季以来,福建、浙江等省的拉闸限电工作一直没有断过。进入冬季,由于煤炭供应、天气等其他原因,山西、四川、贵州、上海、河北、广东等省市频亮缺电红灯,电荒再袭华东、华中、华南和西南等地区。
