How are doing Benny? Can you please tell me what does 按月切块网供统配用电计划指标 means in the following paragraph:
产煤大省山西传来消息，从12月份起，山西省将对11个地区按月切块网供统配用电计划指标，以缓解当前用电饥渴局面。今年1-10月，山西累计拉闸限电56600条次，日均限电100万千瓦时以上，晚上用电高峰最大缺额达180万千瓦时。由于两年内山西发电机组容量投产不到200万千瓦时，三年内山西难改电力饥渴状况。
