Hi, Benny! I want to know what does “五小” means? Take a look at the follwing paragraph:

由于持续干旱，广西的水力发电已经为零。秋旱提早露头的广西从10月14日开始，已开始拉闸限电。广西电力部门要求所有有能力发电的企业必须自备机组发电运行。暂停供电“五小”企业，一些规模小、效益差的高耗能企业实施“开五停二”用电原则。

What are those 五小 industries? I didn’t know, so I googled 五小 and found some information about it as following:

近日，内蒙古自治区政府明令各地加快结构调整，加大淘汰落后产能力度，对一批达不到国家准入标准的小电厂、小钢铁、小水泥、小炼焦、小有色等“五小”企业坚决予以关闭淘汰。

But I still don’t understand what is 五小, are they five industries that produce steel, cement and so on. Why do they have 小 before words such as 电厂, 钢铁, 水泥, 炼焦 and 有色, what does it mean?
