Hi Benny, this question is related to my previous questions, there are still somethings that I’m not clear about, once again take a look at same sentence:

　邱晓华说，明年中国经济增长的国际环境将好于今年，为中国承接世界产业转移、吸引国外投资等提供相对有利条件。

On my last question you answered that this means “Next year. the international environment of Chinese economy growth will be better than this year, and this will hold the world industry transfer for China.”

In Chinese when you are comparing things, like for example comparing this years economy with the next year, you might use “比” or “比较”. However, in 明年中国经济增长的国际环境将好于今年, I don’t see a comparison such as 比. Can you please tell me what word in this sentence is used as a comparitive word?

Secondly, what does exactly “Industry transfer” means? Does it has something to do with bringing some reforms to the industry?
