“而且” means furthermore or moreover or and.You may use it in the middle of the sentence to combine two meaning together.
E.g. ta hen piao liang er qie hen cong ming她很漂亮而且很聪明 = She is beautiful, moreover, very smart. | |

The answer from Jenny is very good. 而且 is used as “furthermore”. But when Chinese translate, we tend to translate it as “and” in English.
